EPIDEMI HUMAN IMMUNODEFICIENCY VIRUS (HIV) SEBAGAI POTENSI ANCAMAN BIOWEAPONS & BIOTERRORISM DI ASIA TENGGARA

Abstract
HIV is now more than a quarter-century old. The disease has killed 20 million people worldwide, and it is estimated that 40 million more are infected with HIV (human immunodeficiency virus), the virus that causes AIDS. As the potential securitization on „Health as Security Threat‟ The broad scale of the epidemic leads the United Nations Security Council to do historical effort by adopting 1308 resolution that not only stated health issue in the first time, but also specifically linked the spread of HIV and AIDS to nurture peace and global security. On this paper, the writer would analysis a potential of the HIV on "weaponization" probably as a bioweapons threat on biowarfare potential on South East Asia region.
Fenomena penyebaran HIV sekarang berumur lebih dari seperempat abad. Penyakit ini telah membunuh 20 juta orang di seluruh dunia, dan diperkirakan 40 juta lebih orang terinfeksi HIV (human immunodeficiency virus), virus penyebab AIDS. Sebagai proses sekuritisasi yang potensial dalam 'Health as Security Threat' , Skala epidemi yang luas membuat Dewan Keamanan Perserikatan Bangsa-Bangsa melakukan upaya historis dengan mengadopsi resolusi 1308 yang tidak hanya menyatakan sebagai masalah kesehatan untuk pertama kalinya, namun juga secara khusus terkait dengan penyebaran HIV Dan AIDS untuk memelihara perdamaian dan keamanan global. Pada makalah ini, penulis akan menganalisis potensi HIV terhadap 'senjata' mungkin sebagai ancaman bioweapon terhadap potensi biowarfare di kawasan Asia Tenggara.
