Abstract

International migration is an interesting phenomenon to be discussed when the volume of migration is increasing on a large scale. Migrant Workers are one of those who’s prone to the opportunities of human trafficking. According to BNP2TKI data charts for migrants who work as Indonesian migrant workers in 2015-2019 time period, contrasts to the reports on Indonesia’s migrant workers who became victims of human trafficking, which moves up in the graph as many as 259 cases in 2019 compared to 2018. Constructivism believes that communities have constructed each other. Each subsequent action occurs because of certain meaning, and that meaning present as a result of social interaction. The factors that encourage people to be involved in international migration, and the trend of international migration are ideas that underlie the meaning of people's mindsets related to the international migration. Which then presents opportunities for human trafficking. The definition of the Universal Declaration of Human Rights 1948, sees that there should be room for restoration for dignity and welfare of victims. This paper discusses the meaning of domestic social construction, considering the national policy regarding International Migration issued during President Joko Widodo’s administration Volume 1 (2014-2019), namely Law no. 18 Year 2017.
