D.I. Yogyakarta has cooperated with Gyeongsangbuk-Do Province for quite a long time. This collaboration has involved various actors in the two regions, so the focus of their cooperation in recent years has been village development. One of the villages that is trying to participate in this collaboration is Sumbermulyo village. This study aims to explain the reasons for the involvement of Sumbermulyo village within the framework of the sister-province cooperation carried out by the Province of D.I. Yogyakarta with Gyeongsangbuk-Do. The method used in this study is qualitative research with data collection techniques in the form of interviews with relevant stakeholders accompanied by a literature study. The results of this study indicate that the involvement of the Sumbermulyo village government in the framework of sister-province cooperation between D.I. Yogyakarta and Gyeongsangbuk-do are based on the village's need for modern agricultural knowledge resources and funding for infrastructure development after the 2008 disaster. The choice of accepting this collaboration has taken into account Law No. 03 of 2008 concerning cooperation with foreign parties, although the points of similarity in administrative status are slightly incompatible, thus requiring a third party as a facilitator of the cooperative relationship between them.
