Abstract

This article discusses the sports diplomacy carried out by the Indonesian Football Association (PSSI) as a Non-Governmental Organization (NGO) in organizing the 2023 FIFA U-17 World Cup. Utilizing research by Ari et al. (2018), which identifies five tools in sports diplomacy—international sports organizations, national brand, media and technology, sports ambassadors, and lobbying activities—the researcher employed a qualitative methodology using data from literature sources such as research articles, mass media news, and relevant documents. The research findings indicate that PSSI effectively utilized these tools, leading to the conclusion that sports diplomacy was successfully conducted during the implementation of the FIFA U-17 World Cup 2023.

    The 2023 FIFA U-17 World Cup was held in Indonesia on November 10 - December 2, 2023 in
    Indonesia. Specifically in this case study, the unit of analysis used is sports diplomacy tools and sports
    diplomacy strategies. Indonesia's sports diplomacy practices in the implementation of the 2023 FIFA U-17
    World Cup fall into the category of 'Sport Diplomacy 2.0'. The next finding, based on the category of the
    relationship between sports and international relations, the implementation of the 2023 FIFA U-17 Football
    World Cup in Indonesia according to researchers is included in the international-sport-as-diplomacy
    category. In this study, the researcher used a qualitative method. The use of the qualitative method chosen was intended so that the author could explain exploratively how Indonesia implemented the 2023 FIFA U-17 World Cup series and explain explanatory whether it could be classified as sports diplomacy.
