The development of information and communication technology at the rural level, one of which can be played by the Rural Communication Institution. However, until now the implementation of policies on the development and empowerment of rural communication institutions in Ciamis Regency has not been optimal. The purpose of this study was to analyze the implementation of the Development and Empowerment Policy of Rural Communication Institutions in Ciamis Regency. Qualitative methods are used to explore information to obtain clarity on the meaning of each role shown by actors in policy implementation. Data validity testing was carried out using triangulation techniques. The results showed that the formation of community information groups was far from ideal. Coordination across sectors and actors has not been going well, this condition has slowed down the formation of community information groups in villages. Regional budget support is still very minimal, including the village's commitment to providing a budget that is very minimal. The availability of equipment is still very limited. Apart from that, the understanding of the apparatus, especially the ranks of the village government, does not yet fully understand the regulations governing Community Information Groups. This low understanding has implications for the low development and existence of community information groups in the villages.
