Peran UNFPA Dalam Menangani Kekerasan Seksual Terhadap Perempuan di Republik Demokratik Kongo

Abstract

This study examines the role of the United Nations Population Fund (UNFPA) in addressing  sexual violence against women in the Democratic Republic of the Congo (DRC) during 2020–2024. Using a qualitative literature review, the analysis is based on official UNFPA publications, reports from international organizations, and relevant academic sources. The study applies Clive Archer’s theory on the roles of international organizations as its analytical framework. The findings show that UNFPA performs multiple roles, including serving as an international forum, facilitating cooperation, promoting international norms, providing information and technical expertise, and acting operationally in the field. These roles are reflected in cross-sector coordination, reproductive health services, psychosocial assistance, capacity building for local personnel, and the dissemination of standards for protecting women from sexual violence. The study concludes that UNFPA has a strategic role in enhancing protection and support for survivors of sexual violence. However, its efforts remain constrained in addressing the structural causes of the problem, particularly due to limitations in state capacity, security challenges, and domestic political dynamics. The findings also confirm the continued relevance of Clive Archer’s theory in explaining the role and effectiveness of international organizations in conflict-affected contexts.
